Dear Mr. Daniell,
My name is Jill Oakley and I own and operate a specialized Border Collie Rescue in Victoria, Chelco Farms Border Collie and Border Collie Cross Rescue and Rehabilitation.
I have been, in the past years, one of the few rescues that have been used by the BC SPCA, as well as CRD pound, to assess and rehabilitate dogs with social issues, behavioural issues, and emotional issues.
I will NOT be part of the BC SPCA's DTA4 test, which is to be introduced in the Victoria SPCA. I will NOT be part of the BCSPCA's justification for Nadine Gourkow, and her fellow terminators to "KILL" these animals that are completely helpless.
I HAVE rehabilitated many of what the BC SPCA call " high orange zoned", dogs over the last thirteen years, and I know it can be done.
NONE of the dogs from the "shelter", that I have brought into my facility, were dogs I could have assessed in good faith, at the "shelter". Any dog brought here after "shelter" incarceration, and after a time of adjustment in our rescue, have gone onto "forever" homes. NONE have had to be killed.
All our assessments and rehabilitation is done under conditions the dogs will face in the community.
Over the last thirteen years of assessing and rehabilitating dogs, I have rehabilitated many Border Collies and BCX's that have gone on to live out their lives in the community, in homes where they continue to live today, and where the owners are very comfortable with these dogs, knowing I am always available to them as a resource. This continues for the dogs entire life.
If I, WITHOUT a bunch of university degrees behind me, can take a dog in complete distress, and turn that dog around, I'm sure many can. There are many "breed specific" people out in the community, willing to work with the breeds they know.
Neither we, nor anyone we know involved in rescue in Victoria, will accept the DTA4 Assessment test.
