This is going to happen more and more because municipalities won't ban tethering and because of the cultural habit of treating dogs worse than livestock and because the SPCA won't treat it as cruelty.

We doubt that any municipality or the SPCA would permit the tethering of any other animal. How long would any municipality permit a cat or a chicken, a cow, a horse or any other animal to be tethered to a tree 24/7?

Dogs are trapped by a terrible Catch 22. Because culturally and historically dogs have been chained as guard dogs, and because many people still treat dogs this way, no one has the courage to say that this is now culturally unacceptable.

As for paying this man's vet bills? That is an admission that the police are at fault which is not true.

The BC SPCA is at fault. The City of Surrey is at fault. The dog's owner is at fault. The dog is a blameless victim.

Dogs are waiting all over B.C. for municipalities to have the moral courage to free them.
