In the Winter edition 2004 of the e-magazine "Paw Prints", the cover page states at the bottom - "Victoria Branch Plans New Adoption Centre". On page 8 there is an article about the Victoria SPCA settling the noise dispute with the City. A sub-heading states "New Shelter Planned for Napier Lane".

The article is written by Rick Sargent but surely ALL the articles contained in that e-magazine must be vetted by somebody in authority at Head Office. How could you NOT have someone in authority decide what goes in a magazine and what doesn't especially since the article is stating a possible construction timetable and budget of 1.5 million ?
