Restructuring the Society so that it was not 32 little fiefdoms all doing their own thing their own way was the most important step in reforming the BC SPCA. Absolutely no change would have been possible without it. The BC SCPA was (and still is being) harshly criticized by some of the directors of old boards who lost their power, but it is beyond me how they think the SPCA could fix the things they complained about for so long when the BC SPCA had so little control over the operation of its branches.
