The SPCA claims to do three things: cruelty prevention, animal welfare, and education. Those are its P.R. claims of the fifty years at least.
We know that until it recently it did next to no cruelty prevention.
It is still not doing real animal welfare. Welfare does not include killing the helpless. Nor putting them in disease-filled cells.
AAS showed that in the past it spent a tiny fraction of its income on what it called education.
If the SPCA ever produces the audited financial statements it is supposed to, we ought to see just how much it has spent on education in the past.
