Obviously the business has to be taken over by others.

There is nothing in place to give the municipalities who will hire pound
contractors the information they need to draw up a contract that will
assure humane treatment of animals processed through the new "pounds".

There should be a checklist made up that all municipalities can integrate
into their contracts for pound services. Leaving this step to individual
councils or their legal representatives is a recipe for disaster because
most people have no idea what goes on.
