Extracts from Bill 63 - It will be interesting to see what happens when this bill gets final reading!
It will make charities, including the BCSPCA more accountable to donors who make donations that are for specific projects or uses. Perhaps this could actually make a specific spay and neuter fund possible where the money would be used for that purpose!

"Act to have retrospective effect
6 (1) This Act applies to all discrete purpose charitable property, whether or not the giving of the property occurred before or after the coming into force of this Act."

"Explanatory Note
This Bill supplements the law of trusts as it relates to charitable giving by expressly recognizing discrete purpose gifts and setting out the obligations such gifts impose on a recipient charity and the role of the charity and the courts in relation to those gifts. The Bill expressly provides protection for the charitable purpose behind gifts, if those gifts are given and dealt with in accordance with the Bill, without purporting to affect the law of trusts as it relates to those gifts generally or as it relates to any other gifts, charitable or otherwise."
