The SPCA calls itself an animal "welfare" society which "shelters" and "adopts" pets.

It is not an animal welfare society.
It does not shelter.
It does not adopt - it sells.

All these are important distinctions, because as long as the public does not realize the distinctions, the SPCA need not ever do animal welfare, shelter, or make adoptions.
