It is about time!!! FINALLY politicians are understanding how dangerous it is to leave dogs tethered. It is extremely abusive to do this to a dog, and it is very dangerous. Dogs are social animals who need to learn to live with humans, especially when it comes to kids. I wonder if little Cody who died had anything to do with this? When will other municipalities get on board????
