Who makes the decision at pounds and SPCA's as to which dogs get killed?

AAS was asked this in an email....

In reference to the SPCA killing for space, I really need to know who makes the decisions about the killing of a dog AND does the staff that make those decisions have to take courses in order to kill??

Who makes the decisions as to which animals are killed at pounds and SPCA's, and are the staff required to take courses in behavioural assessing in order to do the dirty deed???

Is it done when a terrified dog comes into the pound and the staff don't like the breed?? Is it done when the dog is barking all the time out of fear, and the staff can't stand the barking?? Could it be that the dog pees and poops in their bed area and the staff don't like it, so the dog is presumed to have something mentally wrong with it and therefore some staff member makes that decision.

Enquiring minds want to know!!!!!

We answer: to expect a pound not to have public safety as its primary mandate is nonsensical
We do expect a pound not to lie and call itself a shelter however...
