I too, would love to see the day that the SPCA does real animal welfare...making sure the companion pets who come into their care are housed in conditions (at all SPCAs in B.C.) that are the least stressful as possible for the animals, and that the animals are going to people who are well informed and the match between guardian and pet is a good one...I am also waiting for the SPCA to push for laws around breeding dogs, so that backyard breeders and puppymillers are not collecting huge amounts of money off of puppies, that I am sure they pay no taxes on.
It is like watching paint dry...
