Do they? Don't They? Foster pets for victims of violence

I live on Saltspring Island, and run a feral cat rescue group, Friends For Cats.

When I worked (briefly)for the SPCA in 2000, we (SPCA) fostered cats for women who were in the local Transition House.

However, in the summer of 2003, I received a call from a worker at the Saltspring Transition House. A woman had just arrived with her cat - could I foster it? The worker said that she had just spoken with the shelter manager of the local SPCA, and had been told that the SPCA's rules had changed, and that they would no longer foster cats.

In Aug. of 2004, a local SPCA staff person told a Transition House worker that the SPCA would not foster a cat for a woman entering the Transition House, because the cat was not spayed.
Since 2003, I have personally fostered cats as needed for women who are in the Saltspring Transition House.

But last week, another Transition House worker told me that the local SPCA has changed it's mind AGAIN, and they will foster cats for up to one month, although they would rather not foster for more than two weeks.

Does the SPCA foster animals for women entering Transition Houses, or do they not? What rights if any, do they make the woman sign over? Can they euthanize the womens animals - for any reason?

And why would the Saltspring SPCA decide to start fostering cats again after two years?
Could it have anything to do with me showing everyone I know the SPCA's Violence Link Project propaganda, and then telling them that the SPCA was refusing to do anything for the victims of violence or their animals?
