Have you thought of what would happen to the animal, if the irresponsible dumper could not dump an animal at a responsible place ???
Dumpers would dump anyway, only, if there is no place to take the animal to,it would end up in a road ditch, or worse.
Don't forget to FIRST think of the animal and keep providing good "Dumping places".
