I completely agree with you. Education is not sufficient. The problem is how to go about drafting a bylaw that prohibits the keeping of guard dogs.

It is probably legally impossible to prove in a court of law that a dog is being kept for the specific purpose of guarding property. I am very hopeful that we will have some solutions in a staff report expected in the next month or two.
