- The SPCA has laid charges against William Pieper, a Kamloops-area English Mastiff breeder, raided twice in 2004 for raising dogs in dangerous conditions.

The SPCA seized 35 dogs in filthy conditions July 2004. Another 15 were seized November.

If convicted of animal cruelty, Pieper could face a lifetime ban from owning animals and a $2,000 fine or six months in jail.
