Why have some gerbils and dwarf hamsters recently been "put down" at the Vancouver SPCA?

Why have some gerbils and dwarf hamsters recently been "put down" at the Vancouver SPCA? Is it because the small room allocated to the rabbits and rodents is overcrowded and their chance at life was up? Were efforts made to contact private rescue groups or did management decide that opting for death was a cost-effective and efficient way of dealing with an overabundant supply of small animals that are seen as disposable starter pets and expendable pound surplus?
