SPCA Strategic Plan

After reading through it, I have concluded the following (my opinion only). It sounds to me like the SPCA is getting out of pound contracting in the Lower Mainland, and will teach the municipalities to do it themselves, unless a city is totally unwilling to do so, then they will remain(somehow). I also think the SPCA will stay in pound contracting in remote areas and in the Okanagan, since those areas have limited resources available to them. I think they are hiring lots of HO staff to do all of the advocacy/education/humane enforcement etc, and to oversee the new city run shelters that are created over the next few years, as a sort of watchdog agency.I think this entire process will take the next 2-3 yrs to be completed.I also think they will use those experienced hands-on staff to help train city workers, which could also be a foot in the door for these SPCA staff to be hired by the city too.
There are still many questions as to how all of this will unfold, but I think this is the general idea.
