City encourages backyard breeding

Why is it that Chilliwack Animal Control (CAC) allows unaltered dogs to be adopted out to anyone with $50 to hand over the counter? How progressive is a town that literally encourages backyard breeding with its own city facility? If Chilliwack is going to euthanize dogs that can’t find homes, then it needs to adopt them out already altered. I don’t expect my tax dollars to be spent euthanizing dogs bred from CAC adopted dogs.
It’s time for the city to explain to the residents here why their money is being wasted this way. If you’re not going to provide enough money to run the facility properly, then allow donations. It’s about the dogs, not your pride.
