We live on a little cove adjacent to a reserve across the bay. Last month, as I was on my daily "environmental" walk (to pick up broken glass, beer cans, bottles, etc. off the beach), I heard a puppy crying. It was absolutely horrible to hear. It was just before the November rains hit. I asked a fellow who sits and drinks in the bushes about this dog and he said it was a golden retriever puppy in an outside pen on the reserve with no shelter from the elements. I reported it to Animals for Life who investigated. Later, I heard that a policeman rescued this pup. He/she was one of the lucky ones to escape. These poor souls are chained out there 24/7 in all weather. On the other reserve, they are, apparently breeding pit bulls for fighting.
