Interesting case in point...

The M. family in North Vancouver live down the street from a family who callously and cruelly kept a large shepherd in their yard for six years, from the time it was a defenceless pup, and who listened to it cry and saw it being kicked and yelled at. They reported the dog many times to the SPCA and were always told, No law is being broken as long as the dog has food, water, and shelter (a lie).

Finally, after years of begging, this family were given the dog and it took over two years to socialize it. One of the ways they did this by taking it for long walks - not always on leash. And one day an SPCA officer caught them on a trail off leash, but under control. No matter - they were ticketed.

The SPCA protected the abuser and persecuted the rescuer. And that is a little ironic glimpse of what the SPCA is and why it is so hated.
