Why Is Shilo not worthy of spaying?

What does it take for the BC SPCA to spay the animals they are responsible for?
Shilo's story is heartbreaking and still she is not spayed and transferred to an SPCA facility where she will have a greater chance of a good adoption or at least spayed so that she has a better chance at a loving, forever home.
While finally obtaining custody of Shilo is a good first step, personally, I think the rest of the treatment of Shilo by the BC SPCA is shameful.

Notes: Shilo, what to say about Shilo. Let me start at the beginning. The SPCA was first introduced to Shilo, back in the fall of 2003 after she had cruelly and thoughtlessly been set on fire. Her owners were out of town, but thankfully their neighbor cared enough to get help for this poor frightened girl, that was in excrutiating pain. Because there were no vets in town that were able to help us with Shilo, she had to be driven 1.5 hours south to recieve medical treatment. In spite of being in such pain, Shilo was very patient and let the medical professionals do whatever they needed to do. After a few days of being in the hospital, Shilo was soon fit enough to return home. However, her owners made quite a stink about paying for her bills. You would think that since they hadn't been their to help her they would do all that they could afterwards to help her. Not so! They bred Shilo as soon as she came into heat, and we suspect everytime she had come into heat before that! Because of where she was burned, whelping and caring for a whole litter of pups was probably quite painful. However, Shilo remained as sweet as ever, and even when she was in such pain, still had a gentle nature. We met Shilo for the second time after we had recieved a call about cruelty regarding 2 pitbulls. When the investigating officer arrived she immediately recognized Shilo. After many weeks of negotiating, and failed attempts to get Shilo relinquished into our custody, we gave up. Thankfully, we had a volunteer who knew Shilo's owners through a friend, that was able to convince them to give Shilo to her. She then surrendered her over to us, which brings us to where we are now. Shilo has been vaccinated and dewormed, and is now up for adoption. Here at the shelter, Shilo is very well behaved and walks like and angel on the leash. Her old owners, had 2 young kids and they said Shilo was great with them, and would let the kids climb all over her. Because of her lack of socialisation, Shilo is a bit dominant with the other dogs. She does settle down after a few minutes, and is now even starting to play with the other dogs. Even though Shilo has been bred every time that she has gone into heat and has lost her "girlish figure" she is still beautiful. She is so gentle and kind hearted it is hard to believe that someone would intentionally put her in the situations that she has been in. It is also hard to believe that she will probably be here longer than she deserve, and the only reason being is that she is a pit bull.
