Is the SPCA only concerned with cases that grab the public's attention and garner donations!?

On CKNW's the Peter Warren Show, this past Sunday morning, the topic was animal cruelty in Canada and SPCA's. An Alberta veterinarian called into the show, and said the SPCA was only concerned with what was popular and made them look good as an organization, and humane/animal welfare work was not their priority. He said there were many cases he'd experienced personally as a vet, where the SPCA did not have the best interests of the animal in mind, and that whatever drew donations, is what they focused on. In fact, one SPCA official even admitted this fact to him when he questioned why a particular animal abuser was not being charged. They replied that "the public would not be interested in a case like that".
Then, another caller came on the air from Saskatchewan, and said that the SPCA in his area had a reputation for making false charges against people, and he felt they were corrupt.
The comments made by these callers bear a strikingly similar resemblance to a growing number of people's feelings about our BCSPCA, and indicates that the problem is not unique to us.
