The BCSPCA says it's ok to shoot a dog in the head and leave it to die, but it's NOT ok to hit a dog on the head and throw it into the river to die

How is it that the SPCA puts the onus on the RCMP in the case of this Great Dane being shot, and does not conduct it's own investigation?
Compare this case to the recent one where a Dalmation was bludgeoned in the head and thrown in a river to die. Here is the BCSPCA press release about that case:

March 25, 2004. FOR IMMEDIATE RELEASE. Charges of animal cruelty are pending against a Delta resident after a seven-year-old Dalmatian was violently bludgeoned on the head and thrown into the Fraser River to die. Miraculously the dog survived and was found 10 days later, weak and seriously injured, by a local resident who called the Delta SPCA for help. The SPCA officer rushed the Dalmatian to a local veterinary hospital where the dog underwent extensive surgeries for his serious head wound. As a result of its own investigation and information obtained from the Delta Police the SPCA plans to present its case, along with recommendations for cruelty charges, to Crown Counsel shortly. If convicted, the dog's alleged attacker could face a maximum $2,000 fine, up to six months in jail and a prohibition from owning or having custody of an animal

I don't see the difference between these cases, so why did the SPCA investigate one and not the other? Apparently it's ok to shoot a dog in the head and leave it to die, but it's not ok to hit a dog on the head and throw it into the river to die. In both cases the people screwed up and the animal ended up suffering rather than dying, so why aren't charges being laid in both cases?
The only difference I can see is the money. The people who shot the Great Dane paid the BCSPCA for "vet care" so they don't get charged, whereas the Dalmation people did not.
