For at least 50 years the BC SPCA virtually legalized animal abuse in BC. AAS proved this over and over. We have the proof that the SPCA ignored the most egregious cases of abuse; cases so cruel that they are shocking and repugnant; especially puppymills, where dogs were kept in filthy outdoor pens all year; semi-wild and unsocialized; living in feces and urine; emaciated, food and water frozen and defiled; and sick with parasites, infections, injuries. Not only did it ignore the cruelty, but it condoned it by telling the puppymillers and abusers that they were not breaking the law and by not prosecuting them. It in effect partnered with puppymillers, often accepting worn-out breeding stock from them and selling them; selling them intact which permitted the buyers to set up more puppymills.

The SPCA itself is responsible for the proliferation of puppymills and cruelty in BC. It condoned it and profited from it. It legalized it. It kept puppymillers in business.
