Animal Control vs Animal Welfare

The dog was a victim of nothing but laziness, stupidity and non-interest on the part of the owner, SPCA and Animal Control.

Why was the dog CHAINED in the first place?
Why does the SPCA not recognise this as cruelty and speak to owners who do this and insist on proper methods of treating their dog?

Why does the SPCA not have any interest in Backyard Breeders and why no interest in pursuing litter licensing or any method of reducing over-population of dogs (particularly the breeds that are almost always mistreated and then end up shot like this one or languishing in pounds awaiting a death sentence because no FAMILY or GOOD OWNER will adopt one?)

In today's world it is time that Animal Control moves out of the dark ages and also had a moral conscience on the treatment of dogs as well.

Suggesting a person chain their dog in their yard to keep it from running is simply immoral yet it is done daily all over the Province of BC.
Obviously it is time to lobby local politicians for change. Animal Control needs to be told bluntly that they need to start being part of the solution to Animal Cruelty rather than a big part of the problem.

Lastly, the owners supposedly loved this dog and cared for it well?
A chained dog is not well cared for. A chained dog being bred is nothing more than the victim of greed.
Unfortunately the dog is dead and the owners now have puppies to sell to victimize for the rest of their lives as likely the homes they go to will be the same calibre of owner as themselves. No puppy deserves that fate.
