I must agree.
We are always blaming the "Large and Vicious" dogs, when in fact the owners, or care givers are to blame.
And let's not forget the smaller dogs, who are not likely to tear anyone appart, but can inflict very painful damage just the same.
It is us, the two-leged animals, who must be held responsible for the actions of ANY other species in our care and SHOULD be tried and convicted as if this care giver had PERSONALLY committed the crime the animal is accused of.
