There is no reason that a 31/2-month-old puppy should be tethered alone in the backyard. People need to be educated about pet ownership and stricter laws need to be put into place to help these poor animals. Let's not focus on Tommy's disappearance as a crime as it seems to be the only hope for animals that slip through the cracks of weak animal protection laws.

The real crime is the fact that the SPCA and the public in general don't do enough to strengthen the laws in favour of the animals. Four SPCA visits to one home certainly shouldn't qualify this family for public sympathy.
