This was one out-of-control-dog-cop! He saved the dog, had the car's licence, had the owner and could have taken his I.D. and if the owner refused he could have called the real cops. He didn't have to handcuff the owner.

There ought to be an investigation into this. Sure the guy is a hero to save the dog, but from this story, he sounds like he needs a bit more training.
