Funny, when I read it, I thought how restrained the cruelty investigator had been to merely handcuff the irate "owner."

The dog owner should've been bloody grateful!
I wasn't there, but if the dog's owner was irate with me, when I was trying to get immediate help for his dog, I probably would've handcuffed him too.

What is inexcusable though, is the crowd beating a handcuffed man.
Those people deserve prosecution, in my opinion.
