One question is how long did the SPCA let those horses suffer?

I have had horses all my life as I grew up on a ranch in Alberta and I've seen a lot of abuse. I guess some of you here would say that even riding horses is abuse but to my way of thinking it's a lot less abusive than just leaving them in stalls as so many wealthy horse owners do. Just like those Asian elephants who live long lives working in the forests of Thailand, horses also thrive on exercise and work, even though sometimes the work was really hard and the weather even harder. So if you're going to use animals, make them work to keep them happy (just like humans).

But about these starving horses. The SPCA says it was invetigating them but they don't say how long they knew about them. But to my reading of the PCA act and from the SPCA's words and the TV images, I would say that at least some of them were in pretty bad distress and leaving them in the hands of their owners would increase their starvation and distress wouldn't it? So every day the SPCA left them there the horses suffered more? But the PCA act says its an offence to knowingly let animals suffer or words to that effect.

One question is how long did the SPCA let those horses suffer? Another question is how many horses does the SPCA look after at any one time because there are likely other horses whose condition isn't about to shown up loud and clear on the TV news that night.

I saw how the SPCA operated in Alberta and I don't have a lot of faith in SPCA's.
