If these people were under investigation, why then did it take so long for the SPCA to act?

What I cannot comprehend is this... If these people were under investigation, why then did it take so long for the SPCA to act? These poor horses did not deteriorate into these deplorable conditions overnight.

And if they are indeed vets, they should be severely prosecuted under the law for abject animal cruelty, have their licences pulled and banned for life from owning animals. If I lived in the area and had animals, I would want to be aware of the actions of these "vets" so as to never let them lay a hand on any animals in my care.

To think that they allowed that poor horse to spend 45 minutes trying to pull a car is absolutely macabre. Were there no witnesses to report this behaviour before 45 minutes elapsed?
