In my opinion, George Orwell could be describing the BC SPCA's Pet Survivor Program.

I find it offensive that the "pet survivors" of those people who are able to leave substantial amounts of money to the BC SPCA should be guaranteed loving homes while other stray and surrendered cats and dogs have to take their chances at finding any kind of home. I think this type of "fundraising" is better suited to a commercial enterprise than to a charity. It's not just "the slick advertising approach" that is offensive here - it's the whole concept that is morally reprehensible. The BC SPCA is not a business corporation in spite of the former CEO's "vision". It's a charity and it's there to help needy animals - not to provide services for the pets of people of means!

I think the BC SPCA should be reminding people to make provisions in their wills for their pets, but I certainly don't think they should be guaranteeing homes for some pets and not for others!"
