The SPCA fought these bylaws for years *LINK*

"...everyone who keeps a dog to ensure that dog is provided with sufficient potable water, food, shelter and sufficient exercise to maintain the dog in good health" is almost word for word what AAS had caused to be adopted in eleven municipalities beginning in 1995. Behind the scenes AAS was fought by the bosses of SPCA's huge dog control/disposal contracting business who didn't want the bother of enforcing humane bylaws. The SPCA in the Lower Mainland was staffed by trained dog controllers and disposers who clashed with any employee who hoped that by working at the SPCA they could help animals. Those employees, if they didn't toe the line, were got rid of.

Even where the bylaws were adopted, we were told repeatedly by complainants that the SPCA bylaw contractor refused to use them and it admitted this in a Sun article in 2001.

It only took four years for Vancouver to do the right thing for dogs in spite of SPCA interference and lack of action *LINK*
The City's other dodge was to say it was up to the SPCA to deal with this *LINK*
This is one of the reasons so many people became disenchanted with the SPCA
