This is one of the reasons so many people became disenchanted with the SPCA

I hope the city gave up on the SPCA for their lack of doing anything for yard and chained dogs. And I hope the city finds a way of enforcing this bylaw themselves. This is one of the reasons so many people became dishenchanted with the SPCA. After numerous phone calls to the SPCA, and nothing done for a dog living beside them, people have become frustrated with the SPCA. This is one of the many reasons they have lost donor dollars.
