AAS sent many more reports of yard dogs to the City since the SPCA told the City it would "raise the bar" on yard dogs in 2001. We can't say that nothing has improved because we can't prove that, but we can say that little has improved and we certainly do have the proof of that.

It appears that the City decided that it will have to do something itself about the inhumane treatment of dogs in Vancouver. This ought to worry the BC SPCA as, unless the SPCA urged the City to adopt the humane bylaws, it seems to be an admission by the largest city in BC that the SPCA is not going to do it.

This is one of the reasons so many people became disenchanted with the SPCA
