Timing is very odd

In Response To: Vancouver Sun: Vancouver zoo charged with animal cruelty ()

The timing of the SPCA's move does seem odd. The new pen is due to open in June, and the SPCA lays charges three weeks before the zoo makes the improvements that pressure from other groups made happen? What is going on here?

I wish people could only imagine how they would feel in the same situation

Perhaps the SPCA feels that dirty mutts hidden in backyards don't tug the heartstrings of the public
