Rotated does not mean shipped out for two weeks for a chance at adoption and if not adopted for whatever reason subsequently euthanised.

Shelter does not mean keeping for two weeks and sending back to their death.

I think both the BC SPCA and Petcetera need to purchase a dictionary.
