Petcetera exploits lives for profits. The SPCA is an animal welfare organization and if, like they say, they cannot control Petcetera's retail policies, it seems odd that they would have anything to do with them at all.
I would have to agree with Grady when she says that “Richmond should be looking at SPCA practices." In fact, so should other municipalities.
