The importance of ID Tags on collars

Yesterday I caught a Rottie and a PitX who were running loose playing on the highway near my house.They were both young,scared of everything,and hard to approach, but I did manage to convince the PitX to come up to me so I could put a leash on him. The Rottie followed from a distance, and I led them into a fenced neighbor's yard and locked them inside, where they remained for several hours.After Coq Bylaws had dispatched an officer to come and get them, a van was seen driving very slowly up my street, so I flagged them down. It was a frantic mother,just home from work, and her two sons, in tears over their lost dogs.Lucky for them they beat the bylaw officer by about 10 minutes. I asked why there was no ID on the dogs' collars and she said "But they have tattoos!" I told her they needed ID on their collars, to avoid this type of escapade, and that I could have walked the dogs home myself had I known their address. The bylaw officer went to find their house after he arrived, to further "educate" them.
