ALLEN, TEXAS
Chapter 3, Dec. 3-17. Tying dogs and other animals. It shall be unlawful for any person to tie or tether a dog or other animal to a stationary object for a period of time or in a location so as to create an unhealthy situation for an animal or a potentially dangerous situation for a pedestrian as determined by the animal control officer.

ELECTRA, TEXAS
Dogs may not be tethered and the tethering of any dog shall be a violation of this chapter.

FREMONT, CALIFORNIA
Sec. 3-51434. When confined in an enclosure the dog shall be provided adequate shelter from the elements; food and water; and shall not be tethered.

JEFFERSON COUNTY, KENTUCKY
A dog or puppy may be restrained by a fix-point chain or tether for no more than eight (8) hours in a twenty-four (24) hour period.

LAWTON, OKLAHOMA
Lawton, Oklahoma’s ordinance states that no dog can be tied while on the dog owner’s property. A. No person shall at any time fasten, chain or tied while such dog is on the dog owner’s property or on the property of the dog owner’s landlord.

MAUMELLE, ARKANSAS
Maumelle, Arkansas was the first ordinance believed to have been enacted specifically to address the chaining of dogs. It simply prohibits chaining or tying dogs to dog houses or other stationary objects, and it requires that all dogs be housed in approved enclosures. The ordinance also includes language on proper conditions for pens and premises where animals are to be kept. All dog pens must be at least one hundred and fifty square feet in size for any dog over six months of age.

OKALOOSA, FLORIDA
In Okaloosa Florida, the tethering of dogs or cats is banned outright. Sec. 5-28. Restraint and confinement to property. (d) Dogs or cats shall not be chained, tied, fastened, or otherwise tethered to dog houses, trees, fences, or other stationary objects as a means of confinement to property.

RAYTOWN, MISSOURI
Sec. 4-17. Cruelty to animals and fowl. (h) No persons shall tether, confine, or restrain any animal in such a way to permit said animal to become frequently entangled in such tether, or to render said animal incapable of consuming food or water provided for it or prevent said animal from moving to adequate shelter.

TUCSON, ARIZONA
The Tucson ordinance which prohibits the tethering of animals was in 1996 and is not restricted to dogs. If an animal is found on a tie-out, the owner may have 30 days to continue the tie-out providing that other conditions under which the animal is kept are in compliance with the laws. Tucson code Sec. 4-3(2) Tie-outs (tethering) are prohibited.
