This story is so upsetting; I think everyone has already communicated that. What is most distressing is the lack of action by the SPCA in this case. Living in Florida I once had to report a dog owner (a neighbor) who had gotten a new puppy that was always chained up and left out in the heat without interaction, food, water. It didn't take long for me to see neglect was obviously taking place, so I reported it with the ASPCA. I have to commend them; they took my anonymous tip, responded quickly by visiting the premises, and removed the dog that day. Most of the time these cases are obvious, so there is no excuse for the inaction of the SPCA. Personally, I was prepared to steal the dog myself if the proper authorities didn't react, and I would do so again to save the life of an innocent animal that's being victimized. I hope all of you will do the same.
