What is the NS SPCA doing if it's not preventing a dog from freezing to death?

Once again my lack of faith in SPCAs everywhere is confirmed. People constantly bring such cruelty to their attention and nothing constructive to help the animals is done. How on earth, when this poor dog was reported twice, could this happen? Good question right? Well a lot of us know why.

It seems that SPCAs are too busy with other things... what? Who knows. I wish they would tell us.

So this poor malnorished, isolated, chained dog was left to die a slow horrible death. Most of us have been cold before, having our toes and hands hurt and ache with it. Imagine what this boy went through, all his prior suffering, as well being chained his whole life. It hurts the heart to think of what he went through lying there in the snow. I would like to know who the SPCA says we should contact if they won't do anything about these situations. Time and time again I have been extremely disapointed in the SPCA in BC. Once again an SPCA has been true to their reputation.
