SPCA Out of Control: Take your pick of "Mission" statements *LINK*

Am I confused or is the SPCA?

Recent announcements by the SPCA state that the Board of Directors are removing the organization from animal control contracts due to the Society's financial losses caused by it subsidizing municipal coffers and that this service is clearly not part of the SPCA mandate.

Yet Kim Capri, the Chief Operations Officer (COO) states in an article published in the Maple Ridge – Pitt Meadows News, on June 11th, 2003, that “While the SPCA will be willing to continue enforcing animal control laws in small rural communities, it wants to completely divorce itself from such activity in urban centers” then Capri continues by noting, “This (animal bylaw enforcement) truly does not relate to the SPCA mission.”

So am I confused or is the SPCA? On one hand the SPCA will remove itself from animal control contracts in urban centers but on the other hand the SPCA will remain active contractors in rural communities.

What then is the SPCA’s "Mission"? Is it to divorce itself from providing this service to communities in British Columbia or is it not?

It appears that not only is the general population bamboozled by double speak from the SPCA but the SPCA itself cannot accurately articulate its own mission and vision statements!
