On the one hand Kim Capri says:
"While the SPCA will be willing to continue enforcing animal control laws in small rural communities, it wants to completely divorce itself from such activity in urban centres, Capri said.This (animal bylaw enforcement) truly does not relate to the SPCA mission.”

Then at the end of the article it says:
" While it’s expected the SPCA will bid for the new animal control contract, McDonald (Mpl Rdg bylaws) said the agency has indicated it will require two to three times the current staff level."

So, it appears the SPCA is NOT getting out of pound contracting for any of the moral reasons we had hoped for. Nothing has changed, they just want more money to do it, and they are continuing to spin the truth for the donating public's benefit.
