June 2001: The City and the SPCA promised to promote humane treatment of dogs through "education" rahter than through laws as AAS asked when it presented City Council and the BC SPCA with it's report into these suffering dogs "IT'S TIME!".

June 2003: What has the SPCA produced in two years of its promised "education"? In two years it has not managed to produce even a pamphlet. Found at the Vancouver SPCA - a poem issued by the Humane Society of the United States in 1998. AAS could produce the needed material in one day and then get it translated into the other major languages in Vancouver. With all the SPCA's many employees and multi-million dollar budget, why is there still no educational material?

And why are SPCA inspectors still making complainants feel like they are the problem?
