I think it's a good idea to gather all the information without making judgements about good vs. bad breeders. It's astounding to see the whole picture, and then start identifying the trends that define who is doing byb. Eventually if a bylaw officer or SPCA rep is involved in checking the sources of pups out, the "good" breeders won't have to worry as they will be licenced and legally doing "business" anyway. So, this can only benefit the good breeders as well. Only thing is, the good breeders are adding to the unwanted pet population too - the shelters are full of purebreds as well as mixes. But that's another issue.
