CAMP - DTA4 in Victoria: No stated goals met except the deaths of dogs

The "Cheech incident" shows how CAMP (the SPCA's assessment tests) can be manipulated to be used against any dog that any staff or management person chooses to dislike. This has resulted in the deaths of many dogs who deserved the right to a happy life.

Phase Two of CAMP, DTA4, is supposed to be taught in Victoria on July 5-9, but the SPCA has not successfully completed Phase One of CAMP here in Victoria.

Phase One was supposed to "Raise the standard of care in the shelter so all animals enjoy the "Five Freedoms". This has not been done.

Also in Phase One: "Attain a level of knowledge and skills for staff and volunteers that ensures CAMP standards are met". The several staff and volunteers I have spoken to feel this has not been met either.

Budget cuts at the SPCA in Victoria have eliminated most of the resources for the animals. Animal welfare programs that were present a year ago have disappeared. The most progressive program that was cancelled was the hiring of professional trainers to work with and rehabilitate troubled dogs. Victoria was actually doing what the dogs required. No longer.

ADMIN! As a former volunteer for the SPCA for 3 years I was privy to a lot of inside information and occurrences, and what I saw happening was appalling
