Unfortunately, in the eyes of some of the SPCA branches, "untreatable health problems" includes kennel cough, which is nothing more than the equivalency of a bad flu in humans. They isolate the dogs, so they spend their last days alone in confinement and then they kill them.

The SPCA still kills for space! They are just more careful to shift the animals into categories before they do it.
