It disgraceful that there is DTA4, a completely unsound assessment test that the bureaucrats at SPCA Head Office dictate, has to be done on every dog before it can be put up for adoption. And then, when it isn't even in place at Prince George, they say that they won't allow outside rescue people to help the dogs.

How do they justify ANY dogs being adopted at Prince George in that case?
