At a meeting in Vernon in 2002, Jennifer Dickson of Okanagan Animal Welfare was told by Craig Daniell that the dogs the SPCA had "heroically rescued" in puppymill seizures and which the SPCA had killed, were the collateral damage from seizures.

Norman was collateral damage from the SPCA's unlimited surrender policy. So was Mandy. So are uncounted, unknown, unnoticed, and mostly unremembered, dogs a year. They go in, and because they are taking up space for fresh "product" (the SPCA's term for the animals that end up in its "care"), or may actually require the rehabilitation the SPCA says it provides, they go out in a plastic bag.

Cheech was almost collateral damage.

SPCA volunteers, in the memory of Norman and all the unknown, unremembered others, start walking out with dogs are at risk. Get them into a safe house, then tell the media.
